Subdivisions and lot line adjustments
About
Subdivisions and lot line adjustments are governed by the regulations in Chapter 19 of the Piedmont City Code (PDF). The regulations in this chapter apply to the subdivision of land within the city and to the preparation, approval and filing of subdivision maps.
There are 4 subdivision and related permit types.
- Lot line adjustment
- Minor subdivision
- Major subdivision owner initiated parcel merger
- Owner initiated parcel merger
Lot line adjustment
This permit may be processed as an exception to the Subdivision Map Act if the application meets all of the criteria of the Piedmont Subdivision Code, Sections 19.5.A through 19.5.G.
Minor subdivision
This permit may be processed for the subdivision of land into four or fewer parcels or lots as defined under Section 19.11.34 of the Piedmont Municipal Code (PMC §19.11.34).
Major subdivision owner initiated parcel merger
This permit may be processed for the subdivision of land into five or more parcels or lots as defined under Section 19.11.32 of the Piedmont Municipal Code (PMC §19.11.32).
Owner initiated parcel merger
This permit may be processed as an exception to the Subdivision Map Act if the application meets all of the criteria of the Piedmont Subdivision Code, Section 19.7.
Exceptions
City Code section 19.4 lists several exceptions to the requirements of the chapter. The most common of these exceptions is a lot line adjustment between four or fewer existing adjoining parcels, where the land taken from one parcel is added to an adjoining parcel and where a greater number of parcels than originally existed is not thereby created; provided, that the lot line adjustment is approved by the city under Piedmont City Code section 19.5.
How to apply
The City of Piedmont has a new online permitting system called eTRAKiT. You can now apply for and track your subdivision planning permit online. Paper and email applications for planning permits are no longer accepted.
Before you apply, you should first contact us to discuss your proposed use. This will often lead to a faster turnaround time.

Development Agreement
A development agreement provides assurance to a developer that he or she may proceed with a project in accordance with existing policies, rules and regulations and subject to certain conditions of approval. Such assurance will strengthen the public planning process, encourage private participation in comprehensive planning, and reduce economic costs of development. Also, by requiring some public benefit, this process assures some additional benefit to the public in exchange for the vested rights granted under a development agreement. [Government Code Sections 65864-65869.5].
Application to Amend Approved Tentative Map
Minor amendments to an approved or conditionally approved tentative map or conditions of approval may be processed according to the provisions of Section 19.35.A of the Piedmont Municipal Code (PMC §19.35.A).
