Community Pool Commissioning Update: moving through “functional” testing

Published January 16, 2026

Piedmont’s new community pool continues to progress through the commissioning process, the final phase of work before the City takes possession of the facility from the contractor.

Project Status Bulletin

Since the last project update in November, isolated system testing has been completed and the commissioning process has moved into its last phase – a period of integrated, or “functional” system testing. During functional testing, all systems are run together and monitored over an extended period of time. The goal of this process is to achieve a steady state of operation, ensuring that when City assumes responsibility for the facility, it will reliably, consistently perform as intended.

The commissioning process is not always linear. When testing identifies gaps, the steps needed to address the issue can range from simple software calibration to hardware modifications. After these steps are taken, the system must then be re-tested and validated, and the cycle begins again. Each cycle of calibration, adjustments, and testing involves monitoring across multi-day datasets.

Identifying and resolving issues during commissioning is a normal and expected part of the process, and is essential to ensuring the facility is ready to serve the community safely and reliably from day one.

What to expect next: Monthly project updates; Community listening session/Q&A

City leaders recognize that the community is eager to see the new community pool open and share that urgency. We are not yet able to provide a specific opening date.

To provide increased transparency and improved feedback loop regarding this project, the City will commit to:

  • Publishing project status bulletins at least monthly, and earlier when significant milestones are reached, until the facility is open. The next status report will be published no later than February 16.

  • Hosting a community Q&A/listening session regarding the pool project in the coming weeks, giving community members an opportunity for dialogue with City leadership. Community members can submit questions they’d like to see addressed at piedmont.ca.gov/PoolQuestions. A date and location will be forthcoming.

The City appreciates the community’s patience, interest, and high expectations for this long-awaited public facility and major capital investment.
