Income-qualified rebates
Households that meet income limits can get higher rebate amounts. Some rebates are only available to income-qualified applicants.
Two income tiers
The program has 2 income tiers. Your tier determines how much you qualify for.
Moderate-income
Households earning 120% or less of Alameda County's Area Median Income (AMI).
Low-income
Households that qualify for California's CARE or FERA discounted utility rate programs.

How to verify your income
To apply for an income-qualified rebate amount, submit an Income Verification Form along with supporting documents. What you need depends on your tier.
Moderate-income applicants
- Income Verification Form
- A copy of the most recently filed Form 1040, 1040A, or 1040EZ for all people living at the property — include only the pages showing income and the signature page
- If you don't file a tax return, contact us to discuss alternative ways to document your income
Low-income applicants (CARE or FERA)
- Income Verification Form
- Plus one of the following:
- A recent utility bill showing your CARE or FERA discounted rate
- A copy of the most recently filed Form 1040, 1040A, or 1040EZ for all people living at the property — include only the pages showing income and the signature page
- If you don't file a tax return, contact us to discuss alternative ways to document your income
