The Piedmont Police Department is dedicated to the safety of its residents. A Carry Concealed Weapon (CCW) license authorizes a private person to carry a concealed firearm in public. The Chief of Police is authorized to issue a concealed carry weapons license to law-abiding residents of Piedmont who are not prohibited from possessing, owning, or purchasing a firearm capable of being concealed upon his or her person, and comply with the provision of Penal Code section §26150(a). CCW license holders, with an expiring license from another authorizing law enforcement agency, will need to apply for an initial CCW license from the city of Piedmont. After obtaining an initial CCW license from the city of Piedmont, applicants will be able to submit for a renewal application after two years.
In accordance with Penal Code section §26150(a), and subject to department procedures, residents of Piedmont may submit an application to the department’s CCW Coordinator via the link above. Applications will be individually investigated. An applicant interview will be required as part of this investigation. A background check will also be part of the process. Applicants should be reminded that all information disclosed in the application may be subject to public disclosure.

The initial application process consists of a series of steps. These steps, and the associated application materials and fees are outlined further in the general information section of this webpage: https://piedmontpdca.permitium.com/entry. Applicants are encouraged to read the application packet in its entirety. Please allow for a minimum of one (1) hour to complete the online application as you will not be allowed to save and complete the application at a later time. Please review the documents required to upload (California driver’s license with current mailing address and a utility bill or other document to show sufficient proof of your full-time residency in the city of Piedmont) and have those documents available. CCW application processing times may vary.
The Chief of Police may place a restriction on any license that the Chief deems warranted. The restrictions may include the time, place, manner, and circumstances under which the licensee may carry the weapon. The possession of a license to carry a concealed weapon is subject to revocation whenever deemed necessary by either the Chief of Police or the California Attorney General's Office.
The possession of a license to carry a concealed weapon does not exempt any individual from criminal prosecution or civil liability, other than the act of carrying the specific firearm within the State of California. The issuance of a license to carry a concealed weapon does not excuse or justify any behavior that might otherwise be a violation of any law pertaining to weapons.
All applicants are subjected to the requirements below, which are divided into two (2) phases. Applicants are encouraged to review information within the phases, as specific and unwavering details are provided relating to the completion of each condition.
PHASE I

If you are submitting an application for a renewal to a city of Piedmont CCW license, submit your renewal application packet at least 90 days prior to the current permit expiration date; however, you can submit your renewal application anytime six months before the current expiration date. PHASE II
PSYCHOLOGICAL TEST
All applicants requesting a CCW License from the Piedmont Police Department will be referred for psychological testing for the purpose of identifying any outward indications or history of psychological problems which may render the applicant unfit to carry a firearm. Do not proceed with this part of the process until notified by the CCW Coordinator.
Dr. Mark Clementi is the Piedmont Police Department approved public safety psychologist. Dr. Clementi is a licensed the State of California psychologist and has significant experience in public safety and psychological evaluations for CCW applicants.

Dr. Clement is the only approved psychological service provider for Piedmont Police Department CCW applicants. All Psychological Evaluation fees will be paid directly to Dr. Clementi's office by the applicant. Those fees are not refundable. Dr. Clementi will notify the Piedmont Police Department of the results of your evaluation. If you pass the psychological evaluation, you will receive a notification to proceed to the firearm training requirement. If it is determined you are not a suitable candidate for carrying a firearm, your CCW license application will be declined, and you will be removed from further consideration (PC26190).
RANGE REQUIREMENTS
All CCW applicants will be required to participate in a range training and testing process. Those hours may vary depending on the type of CCW request. The range requirements are identified in detail below. Do not proceed with this part of the process until notified by the CCW Coordinator.
All range fees will be paid directly to the Range Training Provider. Those fees are not refundable. Penal Code section 26165 states
(a) For new license applicants, the course of training for issuance of a license under Section 26150 or 26155 may be any course acceptable to the licensing authority that meets all of the following minimum criteria:
(1) The course shall be no less than 16 hours in length.
(2) The course shall include instruction on firearm safety, firearm handling, shooting technique, safe storage, legal methods to transport firearms and securing firearms in vehicles, laws governing where permitholders may carry firearms, laws regarding the permissible use of a firearm, and laws regarding the permissible use of lethal force in self-defense.
(3) The course shall include a component, no less than one hour in length, on mental health and mental health resources.
(4) Except for the component on mental health and mental health resources, the course shall be taught and supervised by firearms instructors certified by the Department of Justice pursuant to Section 31635, or in a manner to be prescribed by regulation.
(5) The course shall require students to pass a written examination to demonstrate their understanding of the covered topics.
(6) The course shall include live-fire shooting exercises on a firing range and shall include a demonstration by the applicant of safe handling of, and shooting proficiency with, each firearm that the applicant is applying to be licensed to carry.
(b) A licensing authority shall establish, and make available to the public, the standards it uses when issuing licenses with regards to the required live fire shooting exercises, including, but not limited to, a minimum number of rounds to be fired and minimum passing scores from specified firing distances.
(c) Notwithstanding subdivision (a), the licensing authority may require a community college course certified by the Commission on Peace Officer Standards and Training, up to a maximum of 24 hours, but only if required uniformly of all license applicants without exception.
(d) For license renewal applicants, the course of training may be any course acceptable to the licensing authority, shall be no less than eight hours, and shall satisfy the requirements of paragraphs (2) to (6), inclusive, of subdivision (a). No course of training shall be required for any person certified by the licensing authority as a trainer for purposes of this section, in order for that person to renew a license issued pursuant to this chapter.
(e) The applicant shall not be required to pay for any training courses prior to the initial determination of whether the applicant is a disqualified person pursuant to paragraph (1) of subdivision (d) of Section 26202.

If you choose to receive your training from another provider, it is your responsibility to collect all the required documents needed to certify the instruction and qualification and submit them with your application. This may cause a delay in your application process.
As identified in section (b), the Piedmont Police Department has adopted the Alameda County Sheriff’s Office CCW course of fire. The course of fire is described below.

From the two (2) yard line:

Unload handgun and perform thee (3) step safety check.
When you are satisfied your handgun is safe and empty, you are clear to holster.
